The Secretary of State for Defence intends to award a contract to Viasat UK Ltd for the provision of quantity ten Link 16 Joint Tactical Radio System (JTRS) Mobile Crates, for the T45 and QEC platforms under the Maritime Multi-Link (MML) Project. This is the only product currently on the market that meets both the technical requirement and access size restrictions of both the T45 and QEC platforms, mitigating the need to cut metal and reducing the risk of installation.

four.1) Description

four.1.1) Type of procedure

Negotiated without a prior call for competition

Explanation:

It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011) for technical reasons.

Viasat Ltd is the only company which can produce a commercially available Link 16 JTRS Mobile Crate which will allow full integration of the new Link 16 JTRS terminal, introduced under the revised Theatre Entry Standard (TES) 2022 mandate by the US for use of Link 16 encrypted communications. This Mobile Crate has been designed specifically to house the new JTRS terminals with consideration to integration requirements such as specific ITAR cabling and ancillaries access. The Mobile Crate is already in use at Portsdown Technology Park (PTP) and has proven assurance test schedules and scripts which will de-risk testing of the modernised MML solution.

Only Viasat hold the proprietary technical documentation and knowledge coupled with experience of military tactical data links and all associated systems necessary to provide technical advice to the authority for the fitting of the Link 16 JTRS Mobile crates onto the platforms during the common support model business process 10.
