six.3) Additional information
In section I.2), it is stated that this procurement is a joint procurement. This is not a joint procurement it is operated by BSO PaLS on behalf of the Belfast Health and Social Care Trust. The value in V.2.4) above includes: an initial contract period of 2 years, plus an option to extend for 36 x 1-month periods (3 years). The value also includes a potential increase in services of 20 %. Social care services such as the provision of primary care talking therapies are classified under the Public Contracts Regulations as social and other specific services and fall within those services listed in Schedule 3 to the Public Contracts Regulations. This tender is therefore subject to the provisions of section 7 of the Public Contracts Regulations otherwise known as the ‘Light Touch Regime’. As such, new entrants will be allowed to apply to join the DFA. The DFA will be opened for new entrants initially within 1 month of the award and thereafter on an annual basis. Providers/applicants seeking admission as a new entrant to the DFA will be required to complete the same process as the original competition to ensure equal treatment and transparency. A new contract notice will be issued inviting interested providers to submit a response should they wish to participate in the DFA.
