Provision of Classification Services covering survey and inspection in accordance with Lloyd's Register (LR) Rules and Regulations for Classification of ships and LR Rules and Regulations for Classification of Naval Ships,Ship Emergency Response Service,conducting Design Appraisal and Plan Approval.Conduct statutory surveys on behalf of the UK Flag State and issue certification.Act as agent on behalf of DE&S Naval Authority Group in conducting surveys and issuing certification.Provide national/international classification and survey support.Assist with planning,management and implementation of maintenance periods.Maintenance periods include,but not limited to:Refit Periods;Docking Periods;Contractor Support Periods;Annual Certification Periods and Assisted Maintenance Periods.

Explanation:

Commercially Supported Shipping, part of the UK Ministry of Defence (“MoD”) intends to proceed to award a contract for the provision of Classification Society Services to Lloyd’s Register EMEA (“Lloyds”) using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011) for technical reasons. The contract is for 5 years and the value is approximately £3-4M. This is for the following reasons.

The Lloyd's Register Rules and Regulations for the Classification of Ships and Naval Ships are extensive, complex and safety-critical. Only Lloyd's can provide classification services in respect of vessels that are ‘in-class’ with Lloyd's. Changing the rule set in respect of which platforms are classified would introduce an unacceptable level of safety risk to the platform and personnel. Lloyd's Register is the only Classification society, for these ships, that have delegated authority from the DE&S Naval Authority Group for issuing Naval Ship Stability Certification on their behalf.
