It is Norfolk County Council's intention to let a framework with a range of different providers to deliver approved driving instruction and training. The Council is subject to the Public Contracts Regulations 2015 and will be carrying out this procurement in accordance with the Light Touch Regime which applies to training services. Norfolk County Council reserves the right to re-open this framework at any time for further applications to be received and if Norfolk County Council does choose to open the framework then it shall do so on the same terms as this tender subject to any changes to meet legal or regulatory changes. There is no maximum number of providers that can be on the framework.

two.2.4) Description of the procurement

It is Norfolk County Council's intention to let a framework with a range of different providers to deliver approved driving instruction and training for its customers. For Lot 1 this includes any activity that has an element of practical training in a vehicle, this could include but is not limited to minibus assessments, taxi testing, older driver assessments, driver development sessions. This lot does not include the on road element of the safe and considerate driving course which is covered in Lot 2. There is no limit to the number of suppliers that can be admitted to this lot (subject to passing the criteria in the Invitation to Tender).

Precise information on deadline(s) for review procedures:The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen)unless the Court considers that there is good reason for extending the period within which proceedings maybe brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
