Wolverhampton City Council has an electorate of 183 646 on 1 June 2020. The electoral services team manage two primary functions - electoral registration and the running of elections/referenda. The Returning Officer is responsible for the conduct of running a poll, including overseeing the production of poll cards, ballot papers and postal packs to ensure they meet the statutory requirements.
In order to ensure that electoral services meet the best value requirements of the Council and the cabinet office (who are responsible for the costs at a national election/referendum), we are putting in place a contract for all electoral services data processing and printing requirements for elections held in the Council's area for ballot papers, poll cards and postal voter packs.

Explanation:
This procurement exercise was undertaken in the 'open' market and was advertised on contracts finder.
It was the authority's intent to place a notification on OJEU, however due to a malfunction of the eTendering portal it later transpired that it was never published, hence the necessity to issue a VEAT notice on this occasion.
A full open procurement process was followed and prior to award the standstill period was observed.
