Kent County Council has been successful in receiving funding from the Big Lottery Fund to deliver the HeadStart Programme. Part of the HeadStart programme is to deliver intensive support to 10-16 year olds. The role of the intensive support workers will be to facilitate the young peoples resilience by addressing anxiety and emotional problems. This will take place across the nine identified HeadStart districts in Kent and will support 1023 young people.

As a result of the Covid-19 outbreak, the National Lottery Community Fund (NLCF) contacted HeadStart Kent to advise they were focusing all funding activity over the next 6 months in responding to the needs of local communities during the pandemic, including the identification of some additional funding to continue to deliver the existing support for an additional period whilst focusing more on identified groups and increasing sustainability through community involvement.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Change the delivery end date of 31 August 2020 for the Maidstone and Thanet Districts, and alter this to 31 December 2020 in Thanet at a cost of GBP 26 564. The expectation is that this will allow for an additional 50 young people to be seen by the service in these areas during this timeframe.

Extend Maidstone by an additional six months from 1 January 2021 to 30 June 2021 and alter the end date in Tonbridge and Malling and Dover by nine months, from 31 March 2021 to 31 December 2021 at a cost of GBP 69 110. The expectation is that this will allow for 91 additional young people to be seen across Maidstone, Tonbridge and Malling, and Dover during this time period.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The modification is permitted based on the Regulation 32(2)(c) of the PCRs: the National Lottery identified additional funding in order to respond to emerging emotional wellbeing needs of children and young people as a direct result of the Covid-19 pandemic. The Covid-19 situation is so novel that the consequences are not something that could have been predicted by the local authority. In light of the emerging emotional wellbeing needs of children and young people, there is a need to maintain supply, which it may not be possible to achieve whilst complying with the usual timescales in the PCRs. The Covid-19 pandemic is not attributable to KCC, nor could it have been foreseen.
