The CCG is leading an Integrated Care Programme (ICP) involving all local health and care organisations. The programme aims to improve outcomes for patients, create a more rewarding environment for staff and make better use of resources through greater integration. This includes population health management, MDTs working across organisational boundaries and helping citizens to take responsibility for their own health through a personalised and proactive approach. The Business Intelligence function is an integral element of this system ensuring that the ICP understands where the needs of patients are not being met and providing the right data evidence to support real transformational change in improving the quality of care.

two.2.4) Description of the procurement

The BI Service includes population health management, MDTs working across organisational boundaries and helping citizens to take responsibility for their own health through a personalised and proactive approach. The Business Intelligence function is an integral element of this system ensuring that the ICP understands where the needs of patients are not being met and providing the right data evidence to support real transformational change in improving the quality of care. The CCG have been working in partnership with Essex County Council as the Local Authority. It is the CCGs intention that these services will be delivered in conjunction with Essex County Council providing an embedded BI Team into the CCG in order to support the requirements of the ICP. The CCG believe that this brings additional benefits which could not be delivered by another provider as there are a number of cross overs in the services even where these aren’t within the scope of the ICP, such as Public Health functions, the Better Care Fund and social care activities Having an integrated team with the Local Authority allows commissioners to look across the whole system to understand the needs of the population within West Essex and use joint data as evidence to improve services.

Explanation:

The CCG have been working in partnership with Essex County Council as the Local Authority to deliver its integrated care programme. It is the CCGs intention that these services will be delivered directly by Essex County Council providing an embedded BI Team into the CCG in order to support the requirements of the ICP. The CCG believe that this brings additional benefits which could not be delivered by another provider as there are a number of cross overs in the services even where these aren’t within the scope of the ICP, such as Public Health functions and the Better Care Fund.
