Description
This notice is published in accordance with the Public Procurement Act 2023. It should not be interpreted as a guarantee of any future procurement opportunity, nor as confirmation of the approach outlined herein.
The purpose of this Notice is:
a) For MoJ to engage the market and provide an initial brief as to our future requirement and direction of travel, for the provision of High-Volume Offsite Printing.
b) For MoJ to ask questions pertinent to our strategy and stage of the project and elicit useful information and answers from market experts. This will be conducted through a Request for Information (RFI) exercise.
The MoJ is a diverse organisation providing services and regulation for the broader criminal justice system in the UK. As well as the core of MoJ Headquarters, it also includes His Majesty's Courts and Tribunals Service (HMCTS), His Majesty's Prisons and Probation Service (HMPPS), the Office of the Public Guardian (OPG), the Legal Advice Agency (LAA), Arm's Length Bodies (ALBs) and others. In total, there are approximately 110,000 users across the organisations, located all across the country and in approximately 1300 different buildings. These include headquarters, HMCTS offices, courts, probation offices, prisons, and specialist print centres. All of these users require printing services in a variety of ways and against a number of use cases.
The MoJ is looking to procure its next generation of print services.
The Future Print Services team has refined the services it requires into two main categories:
a) Office Print
b) High Volume Offsite Printing (HVOP)
Office Print services are outside the scope of this Notice, as the MoJ intends to pursue a separate opportunity for that requirement. This Notice relates specifically to the High-Volume Offsite Printing (HVOP) service. The requirement is for a dedicated, secure document production centre located off-site, with documents dispatched directly to the intended recipient.
The service must enable the provision of data or files either through an MoJ line-of-business application process or via a dedicated portal. Additionally, there is an option to validate postcodes prior to dispatch, ensuring that items with invalid postcodes are not sent.
The intended timescale for the RFI is January and February 2026. Further details on how to participate and access the RFI documents can be found in the "Engagement" section of this Notice.
The procurement process is expected to commence during quarter 1 of 2026/27 financial year (exact timing to be confirmed).
The MoJ is currently evaluating whether to utilise an existing framework agreement (under the 2015 or 2023 Procurement Act regulations) or to proceed with a new tender. This decision will follow a comprehensive review of market conditions and internal requirements.

Engagement process description
The RFI is being conducted through the MoJ e-sourcing portal (Jaggaer) and all communications between MoJ and Suppliers during this RFI process must strictly be made using the MoJ e-sourcing portal.

E-sourcing Portal Account Details: Organisation name, account holder name, and email address
On receipt of the email Suppliers will then be invited to the RFI event within the e-sourcing portal, where they will be able to access the RFI documentation and submit their completed responses directly through the portal.
