Future Procurement of Print and Print-Related Services
Description
The MoJ is a diverse organisation providing services and regulation for the broader criminal justice system in the UK. As well as the core of MoJ Headquarters, it also includes His Majesty's Courts and Tribunals Service (HMCTS), His Majesty's Prisons and Probation Service (HMPPS), the Office of the Public Guardian (OPG), the Legal AdviceAgency (LAA), Arm's Length Bodies (ALBs) and others. The MoJ currently operates under a major contract for the provision of print services, which is approaching its expiry.
Print services are integral to the MoJ's daily operations, supporting over 13,000 devices across more than 1,300 locations. These include headquarters, HMCTS offices, courts, probation offices, prisons, and specialist print centres. In 2024 alone, the MoJ printed nearly 350 million sheets of paper and dispatched approximately 8.7 million items via mail and courier services.
To ensure continuity and improvement of these services, the MoJ intends to procure new contract(s) for the provision of Print and Print Related Services. This will include, but is not limited to supply and support of Multifunctional Devices (MFDs). The anticipated scope of the procurement includes:
1. Office Print Services
• Hardware: Multi-Functional Devices (MFDs) - finance model to be confirmed lease or buy (anticipate buy)
2. Software
• Support and maintenance and
• Print-related consumables
3. High-Volume Offsite Printing
• Bulk printing and hybrid mail services
4. Specialist On-Site Printing
• Currently referred to as the Virtual Print Room

This notice is published in accordance with the Procurement Act 2023. However, it should not be interpreted as a guarantee of a future procurement opportunity, nor as confirmation of the approach described herein.
The procurement process is expected to commence during the quarter 1 of 2026/27 financial year (exact timing to be confirmed). The MoJ is currently evaluating whether to utilise an existing framework agreement (under the 2015 or 2023 Procurement Act regulations) or to proceed with a new tender. This decision will follow a comprehensive review of market conditions and internal requirements. All procurement activities will be conducted via the
